Description:
The MARTA Offset Program is a $1,674,500 grant from MARTA to the City of Roswell to fund capital improvements that enhance or augment the existing MARTA bus service in the City of Roswell. The City established 3 Intergovernmental Agreements (IGA) with MARTA in July 2010. An IGA was executed for the Pedestrian Improvements project in the amount of $924,500. This IGA allows for construction of primarily sidewalks within a ¾ mile radius of the MARTA bus routes.
The City's on-call design consultants are finishing the permitting process for the first round of sidewalk projects (Batch #1 and Batch #2). Staff is obtaining the necessary right-of-way and/or temporary construction easements now. Staff anticipates recommending contractors to construct these sidewalks within the next 2-3 months.
Based on the construction cost estimates, there will be between $450,000 and $650,000 remaining funds available for design and construction of a second round of sidewalks.
Staff has revised the list of potential sidewalk locations by adding seven additional locations eligible for MARTA funding.
Revised Table 3 lists the 53 sidewalk locations in our current program, showing current status, and highlights the nine locations we recommend including in the next batch of design and construction projects. Revised Figure 3 illustrates the 53 sidewalk locations.
Staff requests your concurrence to move forward with the next 9 sidewalk locations and submit to MARTA for their concurrence. After MARTA approval, staff will request proposals from the City's on-call design consultants for this next batch of sidewalks.
