Approval of Budget Amendment #4320G1-09-26-11 in the amount of $60,000 for construction and approval of two permanent easements for the Swaybranch Stormwater Detention Pond Rehabilitation Project.

Item Summary:

Due to a lesser land credit amount than originally estimated, $60,000 is needed for the City's required 25% match for the construction portion of the project. The revised total project estimate to date, including the land credit, is $960,000. The City's required match is $240,000. The City previously submitted its match for the design portion of the project in the amount of $65,000. The land credit is estimated at $115,000.

 

In addition, two permanent easements are needed to repair the dam. One is at the Hearthstone property upstream and the other is the Safaie property of 0.085 acres downstream for maintenance of the headwall.

 

Committee or Staff Recommendation:

On September 13, 2011 the Public Safety and Public Works Committee recommended the Soil Erosion Committee meet to consider this funding source and placing this item on the September 26, 2011 Mayor and Council Agenda. On September 19, 2011 the Soil Erosion Committee met and approval is contingent on the permanent easement at Hearthstone to include language of "to be used for the benefit of its citizens for stormwater detention, open green space or for outdoor recreational purposes."

 

Financial Impact:

The Soil Erosion Fund Committee approved this expenditure on September 19, 2011.  Budget Amendment #4320G1-09-26-11 will be placed in Project #11GRA002, WRDA Sec. 219 -- Swaybranch Detention Pond. The Soil Erosion Fund has an estimated fund balance of $256,650.  Upon approval the Soil Erosion Fund will have $196,650 remaining.
