Discussion of the policy regarding waterline extensions - Guidance

Description:
A building construction project proposed at 1241 Canton Street requires fire flow of 1,500 gallons per minute (gpm) with a residual pressure of 20 pounds per square inch (psi). A recent flow test on the hydrant, at the end of a dead-end 6-inch pipe at this location, indicated a flow availability of 630 gpm at 18 psi residual. This flow availability does not meet commercial life safety code standards. The applicant has requested action by the City to provide the necessary flow.
The City has determined that construction of a waterline connection to Fowler Avenue, consisting of approximately 200 feet, would improve pressure and flow in this area. The proposed cost of this construction is estimated at $10,000 - $15,000. There are approximately 20-30 current projects with higher priority than this project.
The existing pipe was installed at a time when this was a residential area and met the flow criteria at that time. Upgrading of a line to meet changing land use and fire flow demands is not a current policy for the water system.
