Item Summary:
RFQ #11-237-B was issued and thirteen (13) statements of qualification (SOQ's) were received. A two-tiered qualifications-based selection (QBS) process was used to determine the most qualified consultant team to perform this design work. Four firms were short-listed to submit full proposals. The proposals were evaluated using criteria such as qualifications of the firm, similar project experience, and project understanding and methodology. Gresham, Smith and Partners was the most qualified and responsible proposer. The fee proposal of $2,395,804.72 includes contingency funds in the amount of $240,000.
The scope of work for this project includes preliminary engineering and an environmental document (anticipated Environmental Assessment (EA)) which covers a new bridge over US 19/SR 400 and connects Holcomb Bridge Road (East of GA 400 at Holcomb Woods Parkway) to Holcomb Bridge Road (West of GA 400 at Warsaw Road). Any improvement projects identified along existing roads, such as Old Holcomb Bridge Road, Dogwood Road, or Holcomb Woods Parkway will be classified as a future local project and not designed as part of this contract.

Financial Impact:
Upon approval of Budget Amendment 35042200-03-12-2012, funds in the amount of $996,164.72 will be transferred from the available funds in the Midtown Streetscape account, ORG: 350442200, OBJ: 541415, Project: 90002.
